目前,只知道所有的玫瑰木将需要证明文件才能出口,其他细节仍是谜团。我们不认为印度玫瑰木的价格及取得上将会有大变化。新规定于2017年1月2日奏效,不过我不认为这些无人见过的证明文件能在那之前达到我们,或其他人,手中。现在仍未说清的还包含各国进口时将需要具备什么。我觉得头几个月一定会乱七八糟,不过之后应该能陆续抚平。
不过,所有那日期(1/2/2017)后产的(里头有玫瑰木的)乐器将永远需要伴随其证明文件才能跨国携带。目前他们(CITES)表示个人携带的非营利用途的乐器将不需要证明,不过我认为它们会需要证明文件以证实乐器上的玫瑰木是规定出台(1/2/2017)之前的木头。

它们(CITES)也未表示清楚早于这个规定的木头会如何处理。我们这边存有将近一年的玫瑰木都是这个日期之前的木头,时间会告诉我们这些到时候怎么办。
巴西玫瑰木依然属于附录1,同象牙及其他生物产品,并受到更严的监管。
so far, all the details are a mystery other than all dalbergias(rosewoods) will require permits for export. we don't believe we will see significant changes in price or availability for indian rosewood. the new rule takes effect on jan 2 2017, but it is doubtful that we, or anyone else, will have have the required but never seen permits in hand by then. it is also not known on this end what will be required by each importing country for compliance there. i imagine it will be quite a mess for several months, but then it should be smoothed out.
but, for all instruments shipped after that date, those guitars will forever have to have appropriate paperwork to travel across international borders. so far they are saying that personal guitars not crossing a border for commercial reasons will not require a permit, but i believe they will need proof of date purchased to verify that the wood is pre-convention wood.
it is possible that a guitar shipped across borders for service if the service is charged for would require a permit.
they have also not made it(or anything else really) clear how pre convention wood used after the jan2 date will be handled. we have close to a years worth of rosewood here now that is all pre convention wood. time will tell how that will go.
brazilian rosewood is still on appendix 1 along with elephant ivory and other critters parts, and are under even tighter scrutiny. |
