I'm going to explain the question for you by using examples
There are two kind of chord "vii" in minor key
Type one is vii diminished chord or vii7 fully diminished 7th chord, it requires sharp the leading tone (scale degree 7), one of the fuction of this kind of chord is usually tonic expansion, for example i - vii06 - i or i - vii07 - i. Another function of the chord is chromatic modulation, for example i-vii07-chords from other NON closely related key by using enharmonic respelling.
Type two is bVII major chord or VII7 Dominant chord, and sharp leading tone(scale degree7) is NOT required in this case. The major fuction of the chord is phrase extension purpose, you can use it replace the fuction of iv and ii06 or ii half dimished7, you can put it before iv and ii06 of ii half diminished7, you can put it any where after I between III, VI, but just be careful put it before V or iv or ii. furthermore, you can also use it as a diatonic modulaton purpust (bVII-III) and modulate to its relative major scale as (V=I) cadence. is some pop and Jazz music piece it replace V-I as a final Cadence (bVII-I). For example, the final cadence of the Jazz song (mercy mercy mercy) is a bVII-i cadence
